In a political landscape often shaped by strategic blueprints, Project 2025 stands out as a controversial plan that has moved from campaign rhetoric to real-world policy. Initially dismissed by former President Trump as irrelevant, the Heritage Foundation-led plan has since become a cornerstone of his administration.
The 900-page document aimed at overhauling government structure was initially used by Democrats as a political tool against Trump during his campaign. Despite their efforts, the plan’s influence persisted past the election, with many of its policies now in action, including stricter immigration controls and the dissolution of the Department of Education.
Rob Bonta, California’s attorney general, noted, “A lot of the policies from Day 1 to the last day and in between that the administration has adopted are right out of Project 2025.” Bonta has been actively preparing legal challenges in response to these policy implementations.
Public awareness of Project 2025 surged in mid-2024, partially due to actress Taraji P. Henson’s comments at the BET awards, where she urged viewers to “pay attention” to the project, calling it a direct threat to vulnerable populations.
“Ridiculous”
During his campaign, Trump attempted to distance himself from the project, dismissing its ideas as “ridiculous” despite the involvement of key figures from his first administration. Nevertheless, after his victory, Trump appointed Russell Vought, a significant contributor to Project 2025, to lead the Office of Management and Budget, marking a clear pivot towards adopting the project’s policies.
Chris LaCivita, a senior adviser to Trump, expressed frustration with the project’s organizers, saying, “They’re a pain in the a**,” but acknowledged their influence in shaping the administration’s agenda.
Upon assuming office, Trump enacted numerous directives aligned with Project 2025, notably declaring that “there are only two genders, male and female,” during his inaugural address, and dismantling diversity, equity, and inclusion initiatives.
Bonta highlighted the project’s role in shaping Trump’s policies, with Democratic attorneys general across the nation preparing to counter potential actions based on Project 2025. “The existence of Project 2025 was the Trump administration telling us exactly what they were going to do and sending it to us in writing,” Bonta remarked.
Despite legal pushback, such as lawsuits blocking certain federal policies, the White House dismissed concerns about the project as inconsequential insider theories. “President Trump is implementing the agenda he campaigned on and that the American people voted for,” stated Abigail Jackson, a White House spokeswoman.
Fueling controversy
Tevi Troy, a presidential historian, noted that Trump’s initial rejection of Project 2025 might have amplified its controversy. “I would say that Project 2025 was largely standard conservative fare, but with a bit more of a MAGA flavor than previously,” Troy explained. He compared the project’s influence to previous think tank initiatives that shaped past administrations.
As Trump eventually embraced Project 2025 during the government shutdown, he acknowledged meeting with “Russ Vought, he of PROJECT 2025 Fame,” and used the opportunity to further his agenda of reshaping federal agencies.
While Project 2025 continues to be a point of contention, it remains a blueprint that has undeniably impacted the trajectory of Trump’s administrative policies.
