Arizona Congressman Andy Biggs, a Republican known for advocating limits on presidential war powers, has expressed support for President Donald Trump’s military moves in Iran. Despite his history of challenging executive actions in war, Biggs believes Trump’s actions are legitimate.
Back in 2019, Biggs played a pivotal role in establishing the Congressional War Powers Caucus. This group, as detailed on Biggs’ official website, aims to “restore Congress’s constitutionally-mandated authority over matters of war and peace.”
Cronkite News reported that in 2024, Biggs accused President Joe Biden of overstepping his constitutional bounds following airstrikes in Yemen.
In a post shared on X, Biggs stated: “Biden’s airstrikes in Yemen blatantly violate Article 1 of our Constitution. He can’t unilaterally pull us into another war. Why does he want so many wars?”

Biggs voiced similar concerns regarding the Biden administration’s military actions in Iran, stating, “The Biden administration and Warhawks cannot unilaterally authorize military action against Iran. The Constitution clearly grants Congress the sole power to declare war and authorize military action.” He reiterated this stance later that year.
However, in a conversation with KJZZ, Biggs declared his belief that Trump’s operations in Iran comply with legal requirements. “I’ve gone back and looked at the War Powers Act and I think that all the requirements of the War Powers Act were met, and I think Article 2 of the Constitution gives the president that authority,” he stated.
Biggs also mentioned that efforts are underway by the United States to swiftly resolve the Iranian situation.
