Recent judicial interventions have placed a hold on the Trump administration’s plans to halt federal grant disbursements, a decision that could have profound effects on Arizona’s public health infrastructure if such freezes are enacted. The state’s reliance on federal funding for health services is substantial, posing challenges to maintaining critical programs.

According to Will Humble, the executive director of the Arizona Public Health Association, Arizona’s public health efforts are heavily dependent on federal grants. “Our state has been almost entirely reliant on federal funds for their public health programming,” Humble noted.

Humble, who previously served as the director of Arizona’s Department of Health Services, highlighted that federal funds constitute the primary financial source for most state and county health programs in Arizona. These funds usually arrive as reimbursements after initial expenditures by county Boards of Supervisors.

“Adult vaccines, public health preparedness and readiness, overdose and substance use disorder programs, maternal and child health, sexually transmitted infection programs, [tuberculosis] screening – all of this stuff is federally funded and it’s all at risk.”

The uncertainty surrounding federal reimbursements has left counties in a precarious position. “Counties have already spent millions of dollars and now they don’t have confidence that they’re going to get paid back for the drugs and the vaccines and the staff time and the materials and equipment that they’ve already purchased with county money,” Humble explained.

The White House has reiterated its intention to proceed with the funding freeze. White House spokesperson Karoline Leavitt stated, “In the coming weeks and months, more executive action will continue to end the egregious waste of federal funding.”

Humble underscored the broad scope of federal grants that support an array of public health initiatives in Arizona. He emphasized that if the funding is cut, the state and its counties lack the financial resources to cover these programs independently.
