Investigation Confirms Former Sedona Mayor’s Role in Hostile Work Environment

In a significant development for the city of Sedona, an external investigation has corroborated claims that former Mayor Scott Jablow fostered a hostile work atmosphere and sought to undermine the police chief’s authority.

The findings, detailed in a 23-page report released on Wednesday, emerged from an inquiry conducted by Gabriel & Ashworth, a Scottsdale-based firm. The investigation was sparked by harassment complaints between Jablow and Sedona Police Chief Stephanie Foley, highlighting a prolonged period of discord.

The report concluded that Jablow created a hostile work environment by attempting to compromise Foley’s leadership, although it found no evidence of gender-based bias. Additionally, Jablow’s counterclaims against Chief Foley were not substantiated by the investigation.

Separate examinations also failed to validate accusations of sexual harassment or the improper use of city funds. In response to these findings, the investigation recommended revisions to the city code and employee handbook to prevent future issues.

Jablow’s tenure ended on September 30 following his resignation, which came after the Sedona City Council censured him for overstepping his official authority, interfering with city personnel, and other infractions. Until a successor is appointed, Vice Mayor Holli Ploog will serve as the interim mayor, completing Jablow’s term which runs until 2026.
