In a move that underscores the tension between local governance and industrial development, the Surprise City Council has taken a firm stance against a proposed rezoning for a BNSF railroad facility. This decision reflects mounting concerns among residents about the project’s potential impact on community infrastructure.

The city has officially documented its opposition to the plan, asserting that the railroad hub would impose “substantial unmitigated risk” and an “undue burden” on local services. This proposed development site is situated roughly 15 miles from the city of Surprise.

The council members’ decision stems from multiple factors, including a perceived lack of dialogue with BNSF. Concerns highlighted by the city revolve around increased traffic congestion and the capacity to meet future water needs.

Kirby Anderson, a resident of Wittman, voiced his appreciation for the council’s decision, stating, “I’m very thankful for the City of Surprise for standing up and doing what’s right for the citizens and also standing up and doing what’s right for planned growth and strategic growth that meets the economic needs of [a] community.”

Mayor Kevin Sartor emphasized the resolution’s focus on safeguarding residents’ well-being. “This resolution is about ensuring that the growth does not come at the expense of our residents, their safety, their mobility, air quality, and their long-term sustainability,” he remarked.

In response to the council’s opposition, BNSF spokesperson Lena Kent announced that the company would defer the Maricopa County Board of Supervisors’ vote on the rail hub, initially set for November. She also expressed surprise at the council’s comments, suggesting they did not accurately characterize the relationship between BNSF and the city.
