NorthWestern Energy Explores Nuclear Power at South Dakota Summit
NorthWestern Energy has invested over $800,000 in research on small modular nuclear reactors in South Dakota. The company, which also operates in Montana, is assessing potential locations and forming a nonprofit to educate the public about nuclear energy, known as the “South Dakota Nuclear Collective.”
At a recent summit in Sioux Falls, U.S. Senate Majority Leader John Thune highlighted the potential for bipartisan cooperation on energy project permitting reform. The event, hosted by NorthWestern Energy, which serves about 65,000 South Dakota customers, discussed a planned merger with Black Hills Energy to form Bright Horizon Energy Corporation.
Thune indicated that lawmakers are considering expedited federal reviews for energy projects and setting time limits on legal challenges. “As soon as they’re ready to go, we’ll put it on the floor” of the Senate, Thune stated. The shift in political dynamics, with both fossil fuel and renewable project developers facing similar obstacles, has driven the momentum for reform.
Support from Democrats is crucial, given the Senate’s 60-vote filibuster threshold, Thune noted. The Senate Environment and Public Works Committee and Energy and Natural Resources Committee are currently deliberating on potential reforms. Democratic leaders have expressed interest in a bipartisan bill to accelerate development, reduce energy costs, and boost job creation.
Permitting Reform
Anticipating rising demand, particularly from data centers, utilities like NorthWestern seek faster, more predictable permitting to attract private investment. Thune advocated for federal laws over regulations to ensure consistency across different administrations. A “shot clock” for permit reviews and addressing post-permit litigation are among the proposed reforms.
Nuclear Power
Nuclear energy, particularly small modular reactors, could gain bipartisan support. These reactors, smaller than traditional plants, produce up to 550 megawatts. “Nuclear is, you know, it’s kind of back in vogue,” Thune said, emphasizing the need for favorable investment conditions. NorthWestern Energy’s study and public education efforts through the “South Dakota Nuclear Collective” reflect the growing interest in nuclear power.
