Scout Motors Inc. Announces Major Expansion in North Carolina with 1,200 New Jobs

In a significant boost to the local economy, Scout Motors Inc., renowned for its iconic American automotive legacy, is set to establish its corporate headquarters in Charlotte, N.C. The project is expected to generate 1,200 new jobs and involves an investment of over $206.9 million.

Governor Josh Stein expressed enthusiasm about the development, stating, “Scout Motors is revitalizing an iconic American brand, creating high-quality jobs, and building the next great automotive company right here in the Carolinas.” He highlighted North Carolina’s business-friendly environment, strong educational institutions, and leadership in clean energy as key factors in attracting the company.

Scout Motors, which was formed in 2022, aims to rekindle the legacy of the original Scout—first produced by International Harvester from 1961 to 1980. The brand is making a comeback with all-electric or extended-range electric models, including the newly unveiled Scout® Traveler™ SUV and Scout Terra™ truck. Production at the newly constructed Scout Motors Production Center is slated to begin in 2027.

The company plans to set up a 300,000-square-foot office in Charlotte, intended to house its research and development, IT, finance, sales, marketing, and other corporate functions. Scott Keogh, President and CEO of Scout Motors, remarked on the strategic choice of location, “Charlotte is the ideal home for Scout Motors – a place as dynamic as our people and brand, where heritage and pride meet progress and innovation.”

North Carolina Commerce Secretary Lee Lilley commented on the project’s significance, stating, “Scout Motors carries forward a proud American legacy of innovation and craftsmanship to North Carolina.” He added that the state’s business climate and quality of life make it a prime destination for companies.

The economic impact of these new jobs is notable, with an average annual salary anticipated to be $172,878, significantly higher than the Mecklenburg County average. This is expected to create an annual payroll impact of more than $207.4 million.

A Job Development Investment Grant (JDIG) will partly support the operation, approved by the state’s Economic Investment Committee. Over 12 years, this grant is projected to expand the state’s economy by $4.8 billion. The JDIG agreement foresees reimbursing Scout Motors up to $46,524,750, contingent on meeting job creation and investment targets.

The project promises a 67 percent return on public investment, ensuring a positive net tax revenue for the state treasury. Scout Motors’ choice of Mecklenburg County, a Tier 3 area in the state’s economic system, will also direct up to $15.5 million into North Carolina’s Industrial Development Fund – Utility Account, aiding rural infrastructure development statewide.

Senator Caleb Theodros warmly welcomed the development, stating, “This is outstanding news for Mecklenburg County and the entire state of North Carolina.” Representative Becky Carney praised the efforts of economic development professionals in bringing Scout Motors to Charlotte.

Key partners in this project include the North Carolina Department of Commerce, the Economic Development Partnership of North Carolina, regional educational institutions, and numerous local organizations, emphasizing the collaborative effort to secure this significant investment.
