Texas state Rep. John Lujan is running for Congress, highlighting his role in founding a local IT firm, Y&L Consulting, which he claims has created over 550 jobs locally. Despite this claim, Y&L Consulting also assists clients in offshoring jobs to places like India, contributing to job outsourcing while providing cost-effective services. Lujan is one of eleven Republicans vying for Texas’s 35th congressional district, a slightly Republican-leaning area but with potential competitiveness from Democrats.

Texas state Rep. John Lujan, campaigning for Congress, highlights his role as a job creator, even as his firm has outsourced thousands of jobs overseas.

Lujan is running in the March 3 Republican primary for Texas’s 35th congressional district, covering parts of San Antonio. While the district leans Republican, Democrats see it as competitive.

Since 1999, Lujan has been with Y&L Consulting, an IT infrastructure advisory firm, currently as senior vice president. He reported earnings of nearly $210,000 from 2024 to 2025.

His campaign website cites his Y&L Consulting experience as a public office qualification.

“Driven by an entrepreneurial spirit, Rep. Lujan founded a small IT firm, now a thriving business with over 550 employees in the community,” the website states, emphasizing his business acumen and public service.

In his 2021 state legislature campaign, Lujan used similar language.

“I helped found a local IT company providing over 500 local jobs,” he posted on Facebook. “I’m committed to breaking poverty cycles by supporting job-preparation programs.”

However, Y&L Consulting’s website highlights offshoring jobs as a key service.

“Looking to maximize value with world-class talent?” the website asks. “Y&L’s Offshore Delivery Model offers cost savings, scalability, and productivity globally without quality compromise.”

A past version of the website detailed “perennial hiring” of offshore talent to enable efficient job outsourcing.

A 2023 corporate brochure noted Y&L Consulting had 5,000 workers globally, including in Europe and Asia.

A 2017 video revealed the company’s decade-long practice of leveraging offshore talent.

“With over 17 years in software delivery and 4,000 global employees, we confidently manage projects of any size, ensuring cost-effective, quality products for customers,” the video states.

Lujan is among eleven Republicans in the primary for Texas’ 35th district. Other contenders include former candidate Dr. Jay Furman and car salesman Ryan Adams.
