In a move aimed at bolstering national security and economic stability, Michigan Senator Elissa Slotkin voiced her endorsement for a new legislative initiative intended to establish a Strategic Critical Minerals Reserve. The proposed reserve targets the creation of a secure supply chain for essential minerals, pivotal in various high-tech industries.

The importance of critical minerals cannot be overstated, as they are integral to the operation of modern technology, ranging from smartphones to advanced military equipment. Currently, China dominates the global supply chain for these minerals, a fact that has raised concerns within U.S. defense and economic circles.

To address this issue, new bills have been introduced in Congress, proposing the formation of the Strategic Resilience Reserve. This entity would function similarly to the Federal Reserve, tasked with ensuring the availability and stability of critical mineral supplies. Its responsibilities would include maintaining price stability, promoting domestic and allied production, and managing stockpiles.

The legislation outlines that the SRR would employ “flexible tools” to minimize and mitigate potential crises related to mineral supply disruptions, particularly those stemming from economic strategies employed by China. The initiative is seen as a preventive measure against the possibility of economic coercion from foreign powers.

Senator Slotkin emphasized the gravity of the situation in her statement, saying, “Everything from our cars to the chips in our defense systems require critical minerals. This legislation ensures we have a plan to stockpile critical minerals, counter China and protect our economy. This is an important to step to ensure China or other hostile nations never have a veto over our national security or our economy.”

Sitting on the Senate Armed Services Committee, Slotkin has persistently highlighted the vulnerabilities in the critical minerals supply chain. Her previous efforts include co-sponsoring the Permit Reform in Mining for Energy and Defense Act, aimed at expediting environmental reviews to streamline federal permitting processes for critical mineral projects.

Her advocacy for a strategic approach to mineral stockpiling was also evident in a speech on national security delivered last September, underscoring the necessity for the U.S. to secure its mineral resources to safeguard its defense capabilities.
