In a significant leadership change, the Montana Public Service Commission (PSC) appointed first-term commissioner Jeff Welborn as its president. This decision came after the removal of former president Brad Molnar, who was ousted in a recent vote. The PSC aims for a fresh start, as commissioners cited Molnar’s unsatisfactory performance. Welborn, a former state lawmaker from Dillon, joined the board in January and is described as fair and communicative.
The PSC, responsible for balancing utility financial health with customer needs, is made up entirely of Republican commissioners. Vice President Jennifer Fielder nominated Welborn, praising his respectful and discerning nature. “Commissioner Welborn…was always well-reasoned, respectful and never ever vindictive,” she remarked. Welborn, addressing his new role, emphasized the importance of open communication, stating, “The only way any organization can move forward is to keep both of those lines open in both directions.”
Molnar attempted to extend the discussion during the vote, but Fielder, adhering to Robert’s Rules, urged a straightforward vote. “It was going to be a yes, but I’m thinking no,” Molnar responded. The vote concluded with three in favor and two against, securing Welborn’s presidency.
Looking ahead, the PSC will tackle an $874 million rate hike request by NorthWestern Energy. This issue has sparked internal debates, with Molnar advocating for more transparency, while Fielder leans on staff consultations. Uncertainties remain about the specific votes of Molnar and Commissioner Randy Pinocci, as they have not clarified their positions.
