Historic Howard’s Apartments to Undergo Rehabilitation
Hannah Frommelt, a long-time resident of Howard’s Apartments in downtown Missoula, faces housing uncertainty after receiving notice to vacate due to a major renovation plan. With rent at $500, half the average studio rent in Missoula, her options are limited, leading to temporary couch surfing.
Frommelt is among 35 households asked to leave as new owner Nick Caras plans substantial rehabilitation to address structural issues, plumbing leaks, and more. Caras aims to modernize building systems while preserving its historic character. “It’s simply not safe for the building to continue in its current state,” he explained.

The building, originally the Missoula Hotel in 1891, houses the Rhino Bar and other businesses. Caras bought the property in January after Howard Horton’s passing. Nearly half of the 73 apartments are uninhabitable due to maintenance issues. Caras Property Management is helping tenants relocate, offering a $50,000 fund for moving expenses.
Missoula Tenants Union has assisted tenants facing rent hikes post-renovation. Organizer Josh Decker noted the challenge of maintaining affordable housing, expressing concern about future rent levels as the market remains tough for low-income residents.
Efforts to Reduce Veteran Homelessness in Missoula
Between February 2023 and January 2026, Missoula saw a significant decrease in veteran homelessness, according to Dylan Barbash, the city’s Built for Zero specialist. The city aims for “functional zero” veteran homelessness by November 2026, ensuring no more veterans are homeless than can be housed within six months.
Missoula’s Built for Zero campaign includes city partners, Veterans Affairs, and local organizations. In early 2025, the city housed 12 veterans during the “Housed for the Holidays” initiative. As of January, the number of homeless veterans decreased to 49 from 96 a year earlier.
Federal housing vouchers and local programs like the Veteran Housing Fund assist veterans in covering housing costs. Private landlords’ cooperation is crucial for achieving functional zero, requiring donations and additional support from property management companies.
Key Updates in Missoula
Missoula County settles a lawsuit over the 2024 decision to expand a gravel pit near Carlton. The settlement includes safety measures for Highway 93 but no financial payments. Western Materials and the Carlton Protection Trust continue discussions separately.
Missoula County Public Schools trustees elected by acclamation. Four trustees retained their seats unopposed, while one seat awaits appointment.
Commissioners support funding for critical bridge replacement. A letter to Sen. Tim Sheehy requests federal support for replacing Boy Scout Bridge, crucial for emergency access.
Jefferson school roof to be replaced after windstorm damage. With a $319,000 bid approved, insurance will cover most costs; building reserves may fund the remainder.
Live storytelling event “Power of Place” seeks pitches. Community members can share personal stories by May 1, with a live event on June 16.
