The investigation, first detailed by the Arizona Republic, involves examining whether Hobbs awarded a favorable deal to Sunshine Residential Homes, a foster group home that made significant contributions to her campaign and the state Democratic Party in 2022 and 2023. The issue escalated when a state agency director appointed by Hobbs approved a substantial increase in payments to the company later in 2023.

Governor’s Response

Governor Hobbs has firmly denied any wrongdoing, expressing confidence that the investigation will clear her name. She stated, “I’m looking forward to the conclusion of this investigation which I know will show what reporting has confirmed that I was not involved in the decision and that DCS acted in the best interest of Arizona’s foster children.”

Parallel Investigations

In addition to Mayes’ inquiry, other investigations are underway. Republican Maricopa County Attorney Rachel Mitchell is conducting a separate probe, as is a law firm engaged by legislative Republicans, both focusing on the same allegations.

In response to the controversy, Hobbs has expressed support for legislation that would require companies vying for government contracts to disclose any political contributions. However, she recently vetoed a bill proposed by Sen. T.J. Shope (R-Coolidge) that aimed to enforce such disclosure requirements.
