Michigan Governor Demands Clarity on National Guard Deployment in D.C.

WASHINGTON, D.C. — Governor Gretchen Whitmer of Michigan has issued a stern warning to the head of her state’s National Guard regarding the deployment of troops in Washington, D.C. She emphasized that Michigan’s National Guard members are to participate solely in the America 250 celebrations, explicitly distancing them from President Trump’s controversial task force aimed at combating crime. Whitmer threatened to withdraw her troops if these conditions are not met, as revealed in a letter obtained by NPR.

“Please take all necessary measures to ensure the Michigan National Guard is only supporting the narrow and limited America 250 Mission and is in no way supporting the D.C. Safe and Beautiful Mission,” Gov. Whitmer wrote, referring to the federal task force.

In August 2025, Trump stationed hundreds of troops in the nation’s capital, despite expert opinions that this was an extraordinary deviation from typical governance practices. The deployment aimed to tackle crime, although crime rates were reportedly declining at the time. The contingent has grown to over 4,800 troops from Washington, D.C., and nearly two dozen states, previously all governed by Republicans.

Michigan, contributing 161 guardsmen, is among four Democratic-led states that have recently dispatched National Guard units to D.C. in preparation for the America 250 festivities. North Carolina and Kentucky have each sent one guard member, while Minnesota contributed over a hundred troops in the past week.

Kentucky’s lone guard member was recalled over the weekend after being inadvertently assigned to the task force without Governor Beshear’s knowledge, according to his spokesperson, Scottie Ellis.

Representatives from each Democratic governor’s office have clarified that their National Guard personnel were sent specifically for America 250 activities, not for the federal joint task force’s law enforcement operations. All four states have opposed the Trump administration’s ongoing troop deployment in D.C., supporting legal challenges as recently as May.

Controversy arose when a video surfaced, showing troops identifying as Michigan National Guard members patrolling Georgetown’s waterfront, a locale distant from any America 250 events. NPR has verified the video’s authenticity, but Whitmer’s office hasn’t confirmed if those troops were indeed from Michigan.

Currently, all guard members in D.C. are under Title 32 status, meaning the federal government funds the deployment while states retain troop command. However, former National Guard officials argue that state involvement in daily operations of such a complex national mission is impractical.

Whitmer’s letter urges clarification: “If the National Guard has defined the America 250 Mission to extend beyond direct support for events celebrating the nation’s 250th anniversary, please let me know so we can ensure the Michigan National Guard’s efforts are carefully limited.” She stated that without assurance, Michigan would “end its support for the America 250 mission.”

Legal analysts, including those from the Brennan Center for Justice, express concerns about differentiating between America 250 celebrations and the broader joint task force mission, which involves visible patrols in residential areas, parks, and metro stations.

Troops from all four Democratic-led states are listed under the federal joint task force’s publicly released numbers. Whitmer has insisted that Michigan troops should not be part of this count, a sentiment echoed by other Democratic governors.

Addressing the apparent confusion, a task force spokesperson told NPR that while the joint task force oversees all guard members in D.C. for organizational purposes, their inclusion on the list does not alter their specific mission. The task force did not immediately clarify why Michigan troops were in Georgetown or if it related to America 250 activities.
