North Carolina Unveils Strategic Plan for AI Development
In a groundbreaking move, North Carolina is paving the way for artificial intelligence (AI) integration with a comprehensive strategy aimed at protecting its citizens while fostering innovation. Governor Josh Stein’s AI Leadership Council has released an AI Strategic Roadmap, a guide outlining the ethical management and application of AI technologies.
Governor Stein emphasized the importance of proactive leadership, stating, “Artificial intelligence is already changing how we work, learn, and serve the people of our state, and North Carolina must lead with urgency and care.” The roadmap is designed to safeguard residents, enhance workforce skills, and revolutionize government services by striking a balance between progress and protection.
The AI Leadership Council, comprised of members from various sectors, has identified 17 strategic goals grouped under three primary focuses:
- Protect: Establishing robust measures to shield citizens, particularly in the workplace and public systems.
- Prepare: Enhancing skill development to ensure North Carolina remains a top state for business.
- Transform: Improving government efficiency and service delivery through innovative AI solutions.
These objectives aim to foster a reliable AI environment by promoting transparency, expanding AI literacy, and ensuring privacy and security. “This is not just a technology plan. It is a plan to build public trust,” remarked Nate Denny, NCDIT Secretary and State Chief Information Officer, underscoring the state’s aim to deploy AI responsibly.
Furthermore, North Carolina Commerce Secretary Lee Lilley highlighted the pivotal role of AI in future economic landscapes, stating, “AI will play a major role in the future of work, business, and economic competitiveness.” This strategic roadmap will enable businesses and communities to adopt new technologies and prepare for future economic shifts collectively.
Established through Executive Order 24 in 2025, the AI Leadership Council’s mission is to advise state leadership on crafting effective AI policies. This includes a collaborative effort with the newly formed North Carolina AI Caucus, a bipartisan group dedicated to shaping responsible AI legislation.
