Michigan Challenges Federal Changes to Reproductive Healthcare Grants
In a fresh legal confrontation, Michigan has filed a lawsuit against the Trump administration over modifications to federal funding criteria. This legal action concerns grants under Title X of the federal Public Health Service Act, which aims to support reproductive healthcare for low-income individuals.
The Title X program is designed to assist with services such as STI treatments, cervical and breast cancer screenings, and some fertility care. However, recent changes proposed by the U.S. Department of Health and Human Services (HHS) have sparked controversy.
According to a notice of funding opportunity issued by HHS, recipients of these grants are expected to halt inclusion programs, discontinue support for gender-affirming care, limit treatments like hormonal birth control, and promote discussions about marriage and family planning. These stipulations reflect key priorities of the Trump administration.
Michigan, alongside 22 other predominantly Democratic-led states, is contesting these requirements, labeling them as arbitrary and beyond the agency’s jurisdiction.
“While the federal government continues to disrupt the lives of everyday Michiganders, even at the expense of public health, I remain committed to fighting illegal conditions placed on critical funding to protect vital services across our state,” Michigan Attorney General Dana Nessel stated in a press release on Thursday.
Nessel’s office has been actively involved in over 60 legal challenges against the federal government since President Donald Trump resumed office last year, as documented on her website.
Critics from the Republican side argue that Nessel is leveraging her position to politically counteract Trump’s policies, despite his victory in Michigan in 2024. Nessel defends her actions, asserting that they have safeguarded more than $3.4 billion in federal funds for Michigan, funds she claims Trump had jeopardized.
As of Thursday afternoon, HHS had not responded to requests for comment.
