Billings police fatally shot a man at a South Side apartment complex after he allegedly pointed a gun at officers. This incident occurred while officers were attempting to serve a temporary restraining order. The man, identified as Michael Carr, also known as David Fuller, was reportedly armed with a handgun and several knives, according to Interim Police Chief Shawn Mayo.
Officers were dispatched at 4:12 p.m. on Monday to Ninth Avenue South and South 31st Street. By 4:25 p.m., the complainant reported that Carr had threatened him and his son at gunpoint. Officers located Carr at 4:29 p.m., and he fled toward an apartment complex at 801 S. 28th St., where children were present.
Carr ignored commands to stop, entering and then exiting a carport while pointing a gun at officers. Officer Nathan Finn, having served with the department for almost two years, fired four shots, striking Carr and then administered CPR. Emergency medical personnel later pronounced Carr dead on the scene.
Authorities recovered a 9mm handgun from Carr. Chief Mayo revealed that Carr, 61, had resided in Billings for at least two years, with minimal police interaction. However, Carr had an extensive criminal history in Florida, including charges related to burglary and weapons.
The Montana Division of Criminal Investigation will examine the incident. Chief Mayo emphasized, “It should be noted that the officers followed state law and department policy. The decision to use force was mandated by the suspect.” This marks the second officer-involved shooting in Billings in 2026, following another incident in 2025.
