North Carolina is positioning itself as a leader in the burgeoning offshore wind industry. The state’s Department of Commerce has released a comprehensive report detailing strategies to harness economic opportunities from this sector. Known as the NC Taskforce for Offshore Wind Economic Resource Strategies (NC TOWERS) final report, it outlines recommendations that could significantly impact North Carolina’s economy.

The document, mandated by Executive Order 218, serves as a roadmap for job creation, business integration into the supply chain, and community benefits stemming from the offshore wind industry. The report also highlights the accomplishments of the Taskforce over the past three years and proposes legislative actions for the state legislature to consider. These actions aim to help North Carolina capture a portion of the expected $200 billion investment in the Atlantic Coast offshore wind industry over the next 12 years.

Investment Opportunities and Economic Impact

Governor Roy Cooper emphasized that “North Carolina is uniquely positioned to attract billions of dollars in economic investment and the tens of thousands of family-sustaining jobs from the offshore wind industry.” He noted that strategic investments in ports, supply chain development, and workforce training would be critical to securing these benefits for the state.

N.C. Commerce Secretary Machelle Baker Sanders highlighted the potential for local manufacturing, noting that a single turbine consists of more than 8,000 parts, many of which can be produced in North Carolina. “Thousands of these parts are small enough to be manufactured anywhere in North Carolina. They can then be shipped out of one of our two deep water ports to projects up and down the Atlantic Coast,” she explained.

Workforce and Manufacturing Strength

Taskforce Chair and Commerce Chief of Staff Marqueta Welton pointed out North Carolina’s advantageous position, stating, “North Carolina has the largest manufacturing presence on the East Coast – and the highly skilled workforce to go with it.” The report includes recommendations designed to facilitate the transition of workers and businesses into the clean energy economy.

Legislative Recommendations for Growth

Among the legislative recommendations for the General Assembly’s 2025 session are the enactment of laws to assist in reaching the state’s zero carbon goals and formalizing offshore wind development targets of 2.8 GW by 2030 and 8 GW by 2040. The report also calls for appropriating up to $50 million for enhancements to Radio Island at the Port of Morehead City, aimed at bolstering offshore wind economic development.
