Defense Contractor Secures Former ICE Leader for Strategic Role

In a significant career transition, Todd Lyons, who recently served as the acting director of U.S. Immigration and Customs Enforcement (ICE), has joined Navigators Security and Defense. This defense contractor has enlisted Lyons to bolster its efforts in U.S. homeland defense strategy, interagency operations, and international security.

Navigators Security and Defense, confirming Lyons’ appointment as senior vice president for U.S. homeland security and international affairs, emphasized its non-participation in lobbying activities. Federal regulations prevent Lyons from engaging with the Department of Homeland Security for a year. Lyons has not provided any comments despite several requests.

Navigators Security and Defense operates under Navigators Global, a lobbying firm known for its diverse clientele, including prominent names like General Motors, the New York Jets, and GEO Group, which manages immigration detention centers such as Delaney Hall Detention Center in Newark, N.J.

“Lyons brings more than three decades of law enforcement leadership and military expertise in support of Navigators Security and Defense clientele,” the company stated.

Navigators Global has represented NPR and the NPR Network to Congress since 2011.

Guiding ICE Through Turbulent Periods

Lyons’ leadership at ICE spanned from March 2025 to May 2026, during which the agency undertook some of the Trump administration’s most assertive immigration enforcement operations. Notable actions included high-profile raids in Chicago and Minneapolis.

Under intense pressure to meet a daily arrest quota of 3,000 individuals as mandated by the White House, ICE adopted aggressive measures, including apprehending immigrants within immigration courts. Despite these efforts, the set quota was not achieved, leading to Lyons stepping down from his position last month.

He has been succeeded by David Venturella, a seasoned ICE veteran with experience at GEO Group in various capacities, including senior vice president of client relations and as a paid consultant.

The GEO Group has significantly expanded its business by maintaining close connections with the Trump administration. In 2025, GEO Group reported $254 million in income, reflecting a remarkable 700% increase from the previous year. A recent news release highlighted GEO Group’s 2026 first-quarter results, where Chairman George Zoley noted that 2025 was “the most successful period for new business wins in our Company’s history.”
