Wisconsin’s 7th District Representative, Tom Tiffany, has declared his candidacy for governor, advocating for a strict abortion ban without exceptions for rape, incest, or the mother’s life.

Since assuming office in 2021, Tiffany has garnered support from several anti-abortion organizations, such as Wisconsin Right to Life and Turning Point USA. In 2023, he co-authored a budget proposal under the Republican Study Committee, endorsing the Life at Conception Act. This bill aims to grant personhood rights to fetuses and embryos, effectively criminalizing abortion nationwide.

The implications of this legislation could lead to legal consequences for both patients and healthcare providers involved in abortion procedures. As the act operates on a federal level, it would nullify state laws that currently protect or expand abortion rights, which have been ratified through ballot measures in 14 states since the U.S. Supreme Court’s reversal of Roe v. Wade in 2022.

Moreover, the bill poses potential risks to the availability of in vitro fertilization and similar fertility treatments, as reported by The New York Times.

The vice president of Susan B. Anthony Pro-Life America praised the budget proposal supported by Tiffany, describing it as “the strongest pro-life budget yet.” Students for Life Action, another anti-abortion advocacy group, expressed that it would facilitate “the codification of measures that would permanently and reliably protect innocent human life.” Although the budget did not pass into law, the Republican Study Committee continues to back the Life at Conception Act in its 2025 and 2026 budget plans.

In contrast to Tiffany’s legislative efforts, polls indicate that the majority of Wisconsin residents favor preserving abortion rights. Notably, after launching his gubernatorial campaign, Tiffany eliminated mentions of his anti-abortion stance from his campaign website.

In 2023, Tiffany also cosponsored the Heartbeat Protection Act, targeting abortions after six weeks of gestation, though he has not cosponsored the Life at Conception Act itself.

As he prepares for the Republican primary on August 11, Tiffany is anticipated to be the party’s nominee for governor, with his Democratic challenger to be determined on the same day.
