Jeffrey E. Kirkey has been appointed as the executive director of the Institute of Continuing Legal Education (ICLE), starting June 4, 2026. ICLE, the official education provider for the State Bar of Michigan, operates from the University of Michigan and has been managed by David Watson since 2017. The organization stands as a key resource for legal education and development in Michigan.
ICLE plays an essential role in legal education, and its leadership change is significant for the legal community. “We are pleased to announce Jeff’s appointment,” said Chad Engelhardt, chair of ICLE’s executive committee. “We are excited about the leadership he brings and have the utmost confidence in his vision for the organization. With so many new challenges facing lawyers today, Jeff’s strategic planning, relationship-building, and financial acumen will be vital as ICLE continues to set the standard for cutting-edge education.”
In his new role, Kirkey will manage ICLE’s daily operations and spearhead the implementation of strategic objectives, both short- and long-term. His responsibilities will include financial oversight, setting administrative policies, and representing ICLE to external audiences. Kirkey’s career at ICLE spans 27 years, originating as an internet/technology attorney in 1998, and advancing to chief learning officer.
Kirkey’s experience extends beyond ICLE. He was previously engaged at a small Ann Arbor law firm and led a computer consulting firm specializing in law office technology. His active involvement in the Association for Continuing Legal Education includes serving as president in 2024-25 and presenting frequently on technology and leadership. Kirkey is a long-standing member of the State Bar of Michigan, having chaired its Young Lawyers Section and served on the Board of Commissioners.

Kirkey graduated from the University of Michigan with a B.A. in political science in 1994 and received his law degree from Wayne State University Law School in 1998. The Institute of Continuing Legal Education was founded in 1959, with its executive committee comprising representatives from the State Bar of Michigan, University of Michigan Law School, Wayne State University Law School, University of Detroit Mercy School of Law, Cooley Law School, and Michigan State University College of Law.
