In January, Elsie Arntzen, a former Billings schoolteacher, concludes her 20-year political journey in Montana. The Republican, who has served six terms and twice ran for Congress, is finishing her second term as Montana’s superintendent of public instruction. Voters now must select her successor from two experienced education leaders. This decision comes amidst the high-profile U.S. Senate race and campaigns around constitutional amendments.

The superintendent race features Democrat Shannon O’Brien and Republican Susie Hedalen, who focus on personal outreach and yard signs rather than political attacks. The Office of Public Instruction has seen significant changes since Arntzen’s tenure began, with over 260 employees leaving and an increase in remote staff. Both candidates prioritize addressing these challenges.

O’Brien emphasizes her legislative experience, having passed bills to expand teacher loan assistance and reshape student proficiency measures. She aims to build on legislative relationships to address issues like budget shortfalls and teacher shortages. Her plans include raising state education funding and exploring public-private partnerships to attract future educators.

Hedalen, appointed by Gov. Greg Gianforte to the Board of Public Education, touts her experience as an educator and administrator. She highlights her legislative advocacy and experience in implementing policies in schools. Hedalen also emphasizes her work in suicide prevention training improvements and plans to address OPI’s accreditation and database issues.

Both candidates recognize the importance of the office, which impacts 149,000 students and 16,000 educators in Montana. The result of this election will shape the administration of state funding and education programs as Montana prepares for a pivotal 10-year review of its education funding formula.
