Frenchtown residents last week debated citizen-proposed zoning changes for the area north of Interstate 90, near a site where Town Pump plans to build a travel plaza. The proposal partly aims to block the travel plaza, but county officials noted the project might proceed regardless. During an April 30 meeting, Town Pump requested the county determine a vested right to continue even if zoning is approved.
The Missoula County Planning and Zoning Commission, including county commissioners and public members, held a public hearing on the zoning proposal, which continues on May 12. In February, Keeping Frenchtown, a community nonprofit, submitted a zoning proposal covering about 400 acres. It suggests one house per 5 acres and light industrial use along Belker Lane and Frenchtown Frontage Road. The proposed zoning would prevent Town Pump’s travel plaza.
County planner Jennie Dixon recommended approving the proposal, stating it aligns with the comprehensive area plan and addresses public health and safety issues. Supporters believe the zoning is crucial for guiding suitable development and addressing safety concerns about the travel plaza.
Frenchtown Schools Superintendent Les Meyer highlighted existing heavy traffic, suggesting any development could increase accidents. Resident Sierra Futch expressed safety concerns, particularly for her children, if the travel plaza is developed near their property. She worries about impacts from large commercial projects like gravel pits.
Opponents, while not wanting the plaza, argue the zoning would limit their development plans. John West, owning duplex lots off Belker Lane, said: “I don’t want the gas station, I don’t want it at all. But… this zoning takes money, future money from my children and possibly my children’s children.” Town Pump’s legal counsel, Dan Manson, questioned the fairness of the petition process and its impact on commercial zoning.
The hearing will resume at 2 p.m. Tuesday, May 12, in the Sophie Moiese Room at the Missoula County Courthouse. Public participation is available online.
